New decks usually need one. Inside city limits, Knoxville's Plans Review and Building Inspections office handles deck permits, while homes in unincorporated Knox County go through the county. Replacing a few rotted boards or a loose railing typically won't require a permit, but new framing, new footings, or a bigger footprint often will. The International Residential Code exempts only small decks: under 200 square feet, no more than 30 inches above grade, not attached to the house, and not serving an exit door. Permitted decks usually get inspected at the footing holes and again once the deck is finished.

Here's something we run into a lot in West Knoxville. Many homes sit on sloped lots, so a deck that starts at ground level near the house can end up well above the yard at the far edge. That height is what pushes a lot of "simple" decks into permit territory.

Push a flathead screwdriver into the spot you're worried about. Sound wood resists and splinters. Rotted wood feels soft or spongy, and the tip sinks in without much effort. Other warning signs include paint that keeps bubbling in one area, dark stains around nail heads, and deck boards that flex when you step on them.

The USDA Forest Products Laboratory's Wood Handbook notes that decay fungi need moisture, and wood kept below about 20% moisture content generally won't rot. That's a tall order around here. Knoxville averages roughly 47 inches of precipitation a year, with measurable rain on about 127 days. On the homes we work on, rot tends to show up in the same places: the bottom of door jambs, west-facing window sills, and the rim joist where a deck ledger meets the house without proper flashing.

Repair makes sense when the damage is limited to a handful of pickets, a sagging gate, or one or two leaning posts. Once a third or more of the posts are loose or soft at the base, replacement is usually the better investment, since new pickets on failing posts won't last.

Start with the posts. Rock each one by hand, then dig away an inch or two of soil and probe the wood with a screwdriver. The American Wood Protection Association rates lumber for ground contact (UC4A) separately from above-ground lumber (UC3B), and plenty of older fences were built with posts that were never meant to sit in dirt. East Tennessee's red clay makes this worse because it holds water against the wood after every storm. When we set new posts in Knoxville yards, we add gravel at the bottom of each hole so water drains away instead of pooling.

Fall is tough to beat. October is typically Knoxville's driest month, averaging under 3 inches of rain. Mild temperatures help too, since most exterior stain makers call for application between about 50°F and 90°F, and the summer humidity finally backs off.

Spring is the runner-up. Just expect some delays, because March brings the heaviest average rainfall of the year. Summer is fine for framing and board replacement, but stain can dry too fast in July heat and leave lap marks. Our advice? Get on the schedule early. By mid-fall, calendars across West Knoxville fill up with homeowners who want railings, steps, and deck boards fixed before holiday guests show up.

Most termite damage can be rebuilt, as long as the colony gets treated first. We handle the carpentry side: sistering weakened floor joists, replacing sill plates, and swapping out chewed trim, door casings, and deck framing. Call a licensed pest control company before any repairs, though. Otherwise, the new wood becomes the next meal.

The University of Tennessee Extension identifies subterranean termites as the most destructive wood-feeding insects in the state. The colonies live underground and get into homes through wood or foundation walls that touch the soil. In Knoxville, we find the worst damage in crawlspace homes, porch posts sitting directly on dirt, and siding with mulch piled against it. Any framing we replace near grade gets ground-contact treated lumber and a clear gap between wood and soil.

If your house was built before 1978, treat painted trim, window casings, and porch woodwork as possible lead paint until a test says otherwise. The EPA's Renovation, Repair and Painting Rule requires contractors who disturb more than 6 square feet of painted surface indoors, or 20 square feet outdoors, in pre-1978 homes to be Lead-Safe Certified and to follow dust containment practices.

That covers a big share of Knoxville's housing, from older homes near downtown to the mid-century ranches found throughout West Knoxville. Many of those homes have original crown molding and window trim worth keeping. Before any demolition, ask your carpenter how they plan to contain dust and whether original pieces can be repaired and repainted instead of torn out. Saving old-growth wood trim often costs less than replacing it, and it tends to outlast new finger-jointed pine.
